From 10 to 14 February 2025, the 11th session of the IMO Sub-Committee on Human Element, Training, and Watchkeeping (HTW 11) was held at the International Maritime Organization headquarters in London. This critical session brought together experts from the global maritime community to discuss advancements in seafarer training and the future of maritime education.

The International Association of Maritime Universities (IAMU) was well-represented at HTW 11, with a dedicated delegation comprising members; Dr. Radu Hanzu-Pazara from the Constanța Maritime University (Romania), Dr. Paul Szwed from MMA-Massachusetts Maritime Academy (USA), and Ms. Tran Thi Anh Tho from UTH – University of Transport Ho Chi Minh City (Vietnam) and Research fellow Capt. Meric Karahalil from HVL-Western Norway University of Applied Sciences (Norway). Our participation underscores IAMU’s member institutions are well-prepared for the evolving regulatory landscape.

Key outcomes from HTW 11 included the finalisation of interim generic guidelines for training seafarers on ships using alternative fuels and new technologies. Additionally, work commenced on developing specific guidelines for seafarers operating vessels powered by methyl/ethyl alcohol. Most notably, the comprehensive review of the 1978 STCW Convention and Code reached a significant milestone, with the completion of the gap identification (Phase 1) and the establishment of a detailed work plan for Phase 2 which is planned to be completed in 2031.

For maritime educators and institutions worldwide, following this review process is crucial, as the anticipated changes will shape future curricula and training standards.
