The IAMU Working Group on the comprehensive review of the STCW Convention and Code (STCW) submitted an informative document to the Sub-Committee on Human Element, Training and Watchkeeping (HTW) of the International Maritime Organization (IMO) to inform discussions on the cumulative impact arising from the comprehensive review of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention).

This document was developed based on the survey initiated among IAMU member universities and the collected results. It presents consolidated, evidence-based observations on how multiple concurrent or extensive amendments may collectively affect maritime education and training (MET) systems, institutional capacity, and implementation feasibility. The document aims to reveal broad support for updating the STCW instruments to reflect modern technologies and operational realities, while underscoring significant concerns about the aggregate burden arising from simultaneous or extensive amendments.
