The Memorandum of Understanding (MoU) between Vietnam Maritime University (VMU) and the International Maritime University of Panama (UMIP) was exchanged on 6 October 2026 at the National Assembly House in Hanoi, as part of the Vietnam – Panama Cooperation Documents Exchange Ceremony, in the presence of General Secretary and President of Vietnam Tô Lâm and President of Panama José Raúl Mulino.

Under the MoU, VMU and UMIP will promote academic, scientific, and technological cooperation and share expertise and experience. Key areas of cooperation include maritime transport and logistics, marine engineering technology, marine science, marine resource management, and maritime administration and safety and maritime systems engineering. Cooperation may include exchanges of lecturers, experts, researchers, and students, as well as joint conferences, workshops, and research activities.
The cooperation marks a new step in the international collaboration between the two maritime universities and contributes to strengthening maritime education and cooperation between Vietnam and Panama.
