WG on the comprehensive review of the STCW Convention and Code (STCW)

In 2020, International Association of Maritime Universities (IAMU) realized the significance of establishing an expert group on the STCW Convention, 1978, as amended for the upcoming comprehensive review and revision. After the fair selection process, the expert group was established in December 2020.
Since then, the Expert Group has discussed the issue on a correspondence basis.
At MSC 105 Committee Meeting in 2022, it was agreed to establish the new agenda “Comprehensive review of the 1978 STCW Convention and Code” under HTW Sub-Committee.
Considering the vision and mission of the Association stipulated in the Basic Agreement and to fulfil responsibility of the Liaison Committee prescribed in the Annex to the Basic Agreement, a Working Group on the comprehensive review of the STCW Convention and Code is established with the following terms of reference:

  • To identify the inconsistencies within the STCW Convention, 1978, as amended, as well as inconsistencies of STCW with other applicable international instruments that could be related to MET.
  • To identify provisions of the Convention which are not up to date in relation to developments in industry, emerging technologies and other global and MET trends
  • To identify challenges in meeting the requirements of the Convention which might be mitigated by developing flexible provisions
  • To use the experience gained over the last year to identify how MET can be modified to address pandemics in the future
  • To draft proposal paper(s) (addressing the issues and challenges identified) to be submitted to the Sub-Committee on Human Element, Training and Watchkeeping (HTW) upon approval by the Liaison Committee and IEB
  • To carry out its work primarily by correspondence but organize face-to-face meetings when necessary and feasible.
